III. WEITERFINANZIERUNG/Continued Support:

There has been some confusion in the past with regard to the question whether finishing graduate students at MPIA could stay on as postdocs. We have now tried to establish a set of criteria describing under which terms and circumstances such a continued support may be granted. The resulting procedure combines the guidelines laid out in the WBK protocol of Nov 20, 2001, in the protocol of the meeting between the students and directors of February 5, 2002, during the last WBK meeting, and in subsequent discussions with Hans-Walter Rix.

III.a Moegliche Weiterfinanzierung von Doktorandinnen und Doktoranden nach erfolgreichem Abschluss der Doktorpruefung

Das MPIA ist bestrebt, Studentinnen und Studenten eine Promotion innerhalb von drei Jahren zu ermoeglichen. Doktorandinnen und Doktoranden, die am MPIA eine Doktorarbeit beginnen, erhalten zunaechst einen Zweijahresvertrag fuer eine BAT-Stelle oder ein Stipendium. In der Regel erfolgt anschliessend eine Verlaengerung um zweimal sechs Monate, sodass der uebliche Gesamtfoerderzeitraum drei Jahre betraegt. 

Eine weitere Finanzierung von Doktorandinnen und Doktoranden ist nur nach erfolgreicher Doktorpruefung und nur in Ausnahmefaellen moeglich. Hierbei sind die wissenschaftliche Qualitaet, die insbesondere von der Betreuerin oder dem Betreuer zu beurteilen ist, und die folgenden Kriterien massgeblich:

• Der Kandidat oder die Kandidatin muss sich aktiv um Nachfolgestellen beworben haben.
• Die Finanzierung dient zur Ueberbrueckung bis zum Antritt einer bestehenden externen wissenschaftlichen Stelle oder einer aus vorhandenen oder zugesagten Drittmitteln finanzierten Stelle.
• Die Finanzierung laesst die Fertigstellung von Publikationen, die aus der Doktorarbeit resultieren, erwarten.

Die Gesamtstellensituation des Instituts erlaubt es zur Zeit, hoechstens 50% der Doktorandinnen und Doktoranden weiterzufinanzieren. Die Foerderung ist hierbei auf maximal 6 Monate beschraenkt und erfolgt ueber Stipendien (unabhaengig davon, ob die Bezahlung zuvor ueber eine BAT-Stelle oder ein Stipendium erfolgte). 

Ein schriftlicher Antrag auf weitere Foerderung sollte von der Doktorandin oder dem Doktoranden mit Zustimmung und begleitender Begruending von Betreuerin oder Betreuer sechs Monate vor Abschluss der Promotionspruefung beim PAC und beim Kollegium eingereicht werden. (Das PAC ist das "PhD Advisory Committee" und besteht derzeit aus Roeser, Klahr und Herbst.) Das PAC spricht anhand des Antragsmaterials und der oben aufgefuehrten Kriterien eine Empfehlung aus, die es dem Kollegium und der Betreuerin oder dem Betreuer zuschickt. Diese Empfehlung soll dem Kollegium bei der Entscheidungsfindung helfen. 

Foerderung ueber Drittmittel hingegen obliegt der Entscheidung des Betreuers oder der Betreuerin. 

Betreuerinnen und Betreuer sowie Doktorandinnen und Doktoranden werden bei Beginn einer Doktorarbeit von der Personalabteilung ueber dieses Verfahren informiert.

III.b Possible Continued Support After Successful Completion of PhD Exams

Graduate students at MPIA are expected to obtain their PhD within three years. The initial contracts for graduate students starting their thesis work at MPIA run for two years and are either for BAT positions or tax-free stipends. Afterwards contracts are usually extended for two times six months, leading to an effective total period of support of three years. 

Continued support of graduate students after the successful completion of their PhD exams can be granted in exceptional cases only. To aid in the decision about continued support, the following criteria will be decisive: Scientific quality and promise, to be evaluated in particular by the thesis advisor, and:

• The student must have actively applied for postdoc positions.
• An external scientific position or a position funded by outside grants exists and has been offered but is not immediately available. The continued support helps to bridge the gap until the new position can be started.
• The continued support makes it likely that thesis papers will be finished within the funding period.

In the current budget situation at most 50% of the graduate students may receive continued funding after the completion of their PhDs. This support is limited to a period of six months and will be paid as a stipend (regardless of whether the student was earlier supported via a BAT position or a stipend). 

Graduate students who would like to request continued funding should send a written application to the directors and to the PAC six months before their final exams. (The PAC is the PhD Advisory Committee at MPIA and consists at the moment of Klahr, Roeser, and Herbst.) Based on the application, the statement from the advisor, and the criteria above the PAC will send a recommendation to the advisor and to the directors. The directors will then decide about continued support based on all these materials. 

Funding through outside grants is exempted from the above and within the advisor's discretion. 

Advisors and graduate students will be informed about this procedure by the personnel administration when a PhD thesis is started at MPIA.
